The HOPE Scholarship Program is open to all high school seniors and transfer students who are currently enrolled at a Texas public institution and meet the following criteria:

• Enrolled, or accepted for admission, as an undergraduate full-time student at a Texas public institution;
• Have graduated in the top 20% of their high school class (or have earned a GED);
• Be eligible to receive federal financial aid; and
• Demonstrate financial need according to federal guidelines.
