Enrollment is limited by the number of eligible incoming first-year students who apply for admission to UVA. If a student does not accept his or her admit offer because he or she has been admitted somewhere else, this space becomes available to other students who applied but were not accepted at UVA. This means that it is possible to get into UVA as a transfer student even if another applicant chose not to attend UVA after being admitted (but they must meet all eligibility requirements).
Also consider that some majors have “hard” caps on their size as well; these caps mean that no more than X students can be enrolled in a given major per year regardless of how many applicants there are.
